Rob: When Oklahoma lawmakers approved a no-growth budget this year, state agency heads let out a collective sigh, but not of relief. It was more from resignation, knowing they will be facing increased costs for everything, from health insurance, to keeping the lights on, without any increase in funding. Just like all of us, state government is feeling the pinch of a downturn in the economy, along with energy-fueled inflation. Rising costs that make it extremely difficult to fund anything new, like providing rural ambulance services, or helping foster kids.
